Smart Upgrade

It seems Smart Upgrade won't work without a transform file if the installations are multi-user. Is there any one place to find out how to create all the pieces necessary to make Smart Upgrade work. Install shield, transform file?
If I use the run as admin program I get the 2343 error. And not just from smartupgrade as noted in the forum. If I run it on the local computer from explorer or a dos window I get it as well.
What is the best method of pushing the upgrade out to clients with them having as little to do with it as possible?
